Though Powell is on the PUP, he's done for the year right? No talk of him possibly returning in the next 3 weeks?

He tore his achilles in the OTA's. Don't see him coming back until the next OTA's. Unless its partially torn or something like that.

He torn it early and he has three weeks to be brought back to the active roster. It's possible that they let him stay on the roster and get some reps so he's not too far behind. You aren't allowed to really practice if you're on IR.

Wasn't it New England who was blatantly breaking that rule last year.

Yeah and I suspect they aren't the only one, though belicheat is notorious for practicing players that are injured or hurt and shouldn't be practicing.
