I am just about to finish my masters in forensic science and have been looking for jobs, the forensic services over here are outsourced and the biggest company is laying folk off. I have seen a lot of jobs in the states and was wondering if anyone knew if you had to be a US citizen to work for a state department or government

thanks that site is a lot of help, it seems to depend on the job whether a foreigner can do it or not

Yeah you should be fine for most clerical work.

Do you have a way to get a work VISA? It can be very difficult. Basically you need to be sponsored by a company to come over. It needs to be a job that can not be filled by a US citizen. There are loop holes and other methods but it isn't easy.
Or find a American girl and get hitched.

he doesn't have to come over to work in the State Department, they are all over the world

All clearance are based upon the billet, not the individual. That being said, if you are looking at position with the government you might want to consider the state governments instead of the federal employment, the security requirements are not as strict. Each individual state has it own job site, just go to thier web pages. But I do know that lot of the lab work is outsourced to number of companies in Maryland, which is another place to look.
