Unless you're going to be the next Jimmy Carter, you need to get alot meaner then this.

You need to do something like this:

1. Order the Census Bureau to do a hourly audit to ensure that there is accurate count on number of random human body part located in household
2. Sign an execute order that requires the registration of NASCAR collector dining plates with the registration form that 800 pages long and is required to be refiled every 30 days. Failure to do so result in immediate remove of said plates and a fine 1000.00 per day when not in compliance.
3. Due to National Security, proceed with Emmit domain claiming only certain parts of his house. Place like his bathroom and TV fall under the control of the Army with use of deadly force authorized to prevent trespassing.
4. Have IRS review all his tax returns for the last 30 years.
