Pretty sure voting closed about two weeks ago, just before the KC game when Marshall put up a significant portion of his numbers. He is only now, in the last few weeks, started getting more national attention. Just a little too late to make it this time around.
If anything, a better argument could've been made for Welker. He currently has more receptions and 2 more TDs (and obviously plays on the East Coast for the media darlings); and at the time voting closed (if I'm right about the exact date), he had an even larger lead over Marshall in receptions, yards and TDs.

None of this surprises me.
6-8 won't usually result in many trips to Hawaii.
A significant factor in pro bowl voting is a player's history/track record/name recognition. Unless they are very high profile, younger players have an inherent disadvantage.
