i know horsecollars are illegal in the nfl but are they in NCAA, the league i play in in the UK runs NCAA rules but there were a couple of horsecollers today not flagged.

We're 1-0 though so i'm happy

I know the horsecollar is only a couple years old in the NFL, I don't know if it's made it down to the NCAA yet so that may be why it hasn't, if it hasn't.

Horsecollar is an NFL only rule. They implemented it to stop Roy Williams from hurting TO again. But it will not be implemented into the NCAA as 1 it isn't an overly large problem and 2 it is covered already with unnecessary roughness. One of the biggest questions the NCAA Div 3 crew I work with has dealt with this seasons while I was gone. They have called 4 unnessary roughness on what would be a horsecollar and deemed unduley rough.

What kinda league is it?

its the brittish college league. 42 teams split into a north and south divisions. Jermaine Allen (bears practice squad) played in the league, infact my old team once held him to less than 50 yards. the game is really taking off here again with more and more teams each year
