Bills owner envisions regular-season game in Toronto

ORCHARD PARK, N.Y. (AP) -- Bills owner Ralph Wilson frequently has lamented how difficult it is for his team to fully tap into Toronto, the Canadian metropolis considered the NFL franchise's northern -- and, by far, largest -- market.

Turns out, the Bills might have finally come up with a solution. If they can't lure Toronto's vast cache of corporate dollars the 90-mile drive to Buffalo, then the Bills intend to go north twice a year.

That's part of the pitch the Bills will make at the NFL fall meetings in Philadelphia on Tuesday, when the team unveils its plan to host an annual regular-season and preseason game in Toronto starting next year.

The Bills' plan is broader than what filtered out last week: reports the team intended to host a preseason game in Toronto next season, followed by a regular-season game there in 2009.

Brian McCarthy, NFL vice president of corporate communications, said Monday the Bills' bid to play annually in Toronto is viewed as both "logical" and "necessary" steps to secure the small-market franchise's long-term viability.

"They do need to further regionalize both fan and corporate support in their home territory," McCarthy said. "So this would help the team further successfully operate in the future in western New York."

Toronto represents the final and most lucrative frontier for the Bills, who insist they have reached their revenue-generating limits in a rust-belt region with a perennially struggling economy.

The games would be played at Rogers Centre, a downtown stadium with a retractable roof that serves as home to baseball's Blue Jays and the Canadian Football League Argonauts.

Except for releasing a statement last week outlining potential plans to play in Toronto, the Bills have declined to comment further until after they make their presentation to the league.

The Bills' proposal will be discussed by NFL owners before going up for a vote within the next two months. The motion would have to pass before the end of the year for a Toronto game to go on Buffalo's 2008 schedule.

The proposal, if passed, would change the NFL's landscape, going beyond the league's recent bid to play games outside of the United States, McCarthy said. He was referring to Miami and New York Giants preparing to play at London's Wembley Stadium on Sunday in the first NFL game outside North America.

While the Packers previously split home games between Green Bay and Milwaukee, and the Chicago Bears played their 2002 home games at Champaign, Ill., because of renovations to Soldier Field, the Bills would be the first NFL team to play at least one annual home game on international soil.

CFL commissioner Mark Cohon is open to the Bills playing in Toronto, but "under the right circumstances," and so long as it doesn't affect the viability of the Argonauts or neighboring Hamilton Tiger-Cats.

"The one thing I want to be crystal clear about is that for the CFL to continue to be successful, we need to have our two southern Ontario franchises be successful," Cohon told The Associated Press. "It's an issue critical to our business."

Cohon said he's had preliminary talks with the NFL regarding the Bills' plan and also about securing a marketing relationship between the leagues after a previous deal expired last year.

"I think there's good intentions on both sides," Cohon said.

McCarthy said the NFL supports the CFL and it's three-down version of the game.

"Canada has a football-rich history and we hope to help it continue in making it wildly successful," McCarthy said.

The Bills cleared a hurdle Monday when New York's Empire State Development granted the team approval to play games in Toronto. The state body's approval was required because it partly controls the lease agreement the Bills have at Ralph Wilson Stadium.

Erie County, another leaseholder, gave the Bills consent last week.

The lease, which runs through 2012, requires the team to play all of its home regular-season and home preseason games at the Orchard Park facility.

they dont sell out anymore (if I heard that correctly) so the otehr games would probably be more in demand. Of course it helps if your team doesnt suck.

Milwaukee County Stadium wasn't suited for football when the Packers played there. Half of the good football seats were outfield bleachers.

There are a lot of pissed off people are here after this story broke....judging by the reaction thus far, it's going to alienate as many fans as it brings in.

The effects of internationalization will probably be felt somewhat in season ticket sales....People don't like losing homes games to things like this.

sorry hogan but as much as there are some of the 500,000 people upset over there about this, there are many of the 5,000,000 people over here that are happy about it.

i just dotn think the skydome or rogers center whatever they call it now is a good place for an nfl game, i mean 1 it only holds 55 thousand people, 2 for a cfl game the seats are like 20 yards away on each sideline, nfl smaller feild the front row would be 40 yards away from the sideline.

Wait, what am I saying? The Loonie is kicking the Dollar's ass, so it's bargain time for our neighbors to the North.

I still have a hard time believing they'll totally move to Toronto....it'll mean the death of the CFL if they do and I'm not so sure that'll go over too well up there...at least not without a fight.

put in more seats. thats the opposite of nba problems, seats so close u can't in a million years change the size of court.

you could put in more seats but then you have 2 problems, its a multi purpose building, the blue jays play there, and any more seats would have to be removeable, and honsetly they would be pretty well flat, would you want to sit in the 20th row if the first 19 were directly infront of you and not down at all, nobody would see anything.

other problems are liqour laws, cant drinkin publc here in ontario, which is why there is no tailgating at any cfl games, and thats half the fun of the game.

as for the season tickets, id bet a good chunk of the fans now that already have season tickets are canadian, the bills complaint is the corporate money which wont cross the border.

the bleachers in my high school were movable and not flat. but yah canada wrecking tailgating is a big issue I wasn't aware of. damn canadians.

they would almost have to be flat tho, cuz the stands that already exist are pretty close to feild level.

was on the news today tho, they are already actually talking about building a new stadium for the nfl and that the bills will only have to play a season or 2 in skydome before they get there new building.

They also said that the bills owners would make more money on the 55,000 seats in toronto then they do on the 75,000 in buffalo just cuz they could charge so much more for seats. I cant tell ya how happy i am to hear that.

Up until 2 weeks ago this was something rumored every now an then, now it seems like everybody is talkin about it, still rumor at this point, but its getting bigger.

I hope if they do move we dont get all the retarded bills fans from buffalo coming over to games, some of them are just plain ignorant and shouldnt be alloud out of the country.

The irony of this is that if you asked a Bills fan here who the trouble makers were at the Ralph, they'd blame it all on the Canadians coming down for the games.........must be because tailgating isn't allowed there, so they get a little too carried away Ha!

I made the mistake of buying tickets in the "Rockpile" a few seasons ago when the Broncos played the Bills in a Saturday night game the week before Christmas. I swear it felt like I was air dropped into the middle of a Jerry Springer PPV special.

There were bills fans taking on other Bills fans, fans getting booted for smuggling in booze, fans getting booted for spitting. The first half was a complete circus.

Many tried to egg me on and start a fight, but with the way the laws are setup now, why take the risk of getting charged? Most likely you won't get across the border again if you get nailed for something like that. So I doubt that most of these altercations are Canadians just for that reason.

As for the tailgating, for me being a first timer, it was quite the something to witness. It's too bad we can't have sort of thing up here. The fans are really missing out.

And as for the Bills coming north of the border for 2 games. Well it smacks of desperation on Wilson's part and coud be a symptom of just how close to the brink the Bills franchise is to either moving or selling outright. It seems they just can't compete in today's NFL with what they got marketwise.

As for coming to Toronto, well as much as most Canadians hate to admit it, Toronto is the hub of the country and with a market of 5 million plus it definitely can support a NFL franchise.

But like what was said earlier the stadium becomes the major issue in bring in a franchise full time. And that's years away. The Roger's group, which owns the Blue Jays and Skydome has partnered up with Maple Leaf Sports group to try and land an expansion team. But that too is years away if it ever happens.

So perhaps this preemptive move on Wilson's part could be a sign that he's willing to move or sell once the Buffalo lease expires.

Then again there's always LA...
