Halliburton's former engineering and construction subsidiary has a contingency contract with the Department of Homeland Security to construct detention facilities in the event of a national emergency, according to WND columnist Jerome Corsi.

As Corsi reported last week, President Bush recently signed a little-reported National Security and Homeland Security Directive granting extraordinary powers to the president in the event of a declared national emergency, apparently without congressional approval or oversight.

Houston-based KBR was awarded an initial $385 million contract in January 2006 for one year, with four one-year options extended into 2007. KBR held a previous emergency detention contract with ICE from 2000 to 2005.

ICE spokeswoman Jamie Zuieback told Corsi the primary intent of the contract was to build temporary detention facilities that could be used in the event of a mass migration crisis, but she confirmed the facilities could be employed in national emergencies, including natural disasters.
"The idea of the KBR contract is to support the Army Corp of Engineers in case we experienced a sudden mass immigration and we had to respond quickly," she said. "We would need immediate detention facilities in the form of temporary housing that would enable us to determine if the large numbers of illegal immigrants were political or economically motivated, or if they were criminals or terrorists."

Corsi reported last week the May 9 directive signed by Bush concentrates an unprecedented amount of emergency authority in the office of the president, specifying the chief executive would have the authority to direct "National Essential Functions" of all federal state, local, territorial and tribal governments, as well as private sector organizations in the event of a national emergency.
The directive loosely defines "catastrophic emergency" as "any incident, regardless of location, that results in extraordinary levels of mass casualties, damage, or disruption severely affecting the U.S. population, infrastructure, environment, economy or government functions."
The KBR contingency contract appears to give ICE the ability to have detention facilities constructed under the president's direction in response to a national emergency as declared under the new directive.
ICE's Zuieback said she was not familiar with the directive, and at her request, Corsi e-mailed her the link to the White House's posting of the directive.

The White House has not responded to a request for comment on the story about the directive.

The current administration are the real terrorists. This is actually old news. This was on alex jones site last year. All signs point to dictatorship and martial law. When you guys see the mushroom cloud on the horizon, give your thanks to bush and cheney.

"A puff a day" not only keeps the doctor away, but all common sense and reason. I have a question for Rosie who apparently took over your soul, while you were stumbling around high -- is Bush the terrorist, or do you believe that are troops are also terrorists? After all, they are attempting to carry out his agenda? After all, the American government is blowing up levies, our own buildings, and we are evil -- not only that: we are the cause of ALL evil in the world. Say it over and over until you believe it... until you become it.

When you see the mushroom cloud you will not blame the Muslim terrorists who pulled the trigger -- you will blame Bush (even if he has been out of office for three years.) You will blame everyone who does not follow the path to pacification. Just try to understand those who want to slit your throat, given them a hug, and a copy of An Inconvenient Truth, and all differences will melt way.

Bush is a looser, most of us get that and he will be gone soon, I hope when he leaves, you can put the bong down, and start thinking rationally.

This is a smart thing to do in case we get a huge tsunami, a nuclear attack, a huge volcanic eruption. It's not so they can declare martail law and turn America into a dictatorship. Bush will be out of office soon anyways.

The Man Show did a bit on her a few years back. They went to some gay and
lesbian rally and went around asking lesbians if they would sleep with Rosie
O'Donnell. Not a single lesbian said they would, most seemed disgusted.
Now you could maybe expect the young, pretty lesbians to turn their
noses up at the thought of having sex with Rosie.
But even the big, fat lesbians with short hair and wearing sloppy T-shirts weren't interested.

Hi Bob, thanks for you warm thoughts!

Couple of things,

Ive never called the troops terrorists. I was in the Navy, I know when an order is given, its my job to carry it out. But in this case the troops are being used for a cause that I and the majority of other Americans dont really believe in. Iraq was clearly not an immediate threat. Our administration saw black gold$$$$ and decided to attack a nation that did nothing to provoke us. The troops were sent, victory was declared, and now the peacekeeping effort turned to civil war with 3000+ dead.(Much more Iraqi casualties, due to civil war) Ill give you afghanistan, we should be there in full force if we were really serious about this so called war on terror. I admit, I lean towards the belief that the government knew full well what was going to happen on 9/11 and they let it happen. I dont think this will be proved until sometime well into the future unfortunately. But when our children look back, they are going to see a clear sign that this administration was highly criminal and that we the people should have been watching closer as a whole.

Oh, by the way, Ill take a puff for you Bob. Sounds like you need one.
