well i went to get a root canal done today and parked where the sigh says 4 hour parking from i think 9 am to 6 pm and there was a meter there, looked around the cars around me and they and their meters are blank ao i figuered that i didn't need to put any coins in, so i park about 12:50 pm and got back around 5 and got a ticket but the time they put it on my car says 13:59 or 1:59 pm, so were they allowed to write me a ticket?

Yea.
4 hour parking can stil be metered, and you were on a meter. Future reference, check the actual meter itself, too. It usually gives info as to the cutoff time, etc.

Sounds like you were supposed to put money in the meter. If the other meters were blank, those cars may have gotten a ticket too. Unless they moved them before the meter maid came by.
I go up to USC to workout all the time, and put a quarter in the meter on Vermont. That's good for an hour. But seeing that you were there for five hours, you should have paid the $4 and parked in the lot, or found a free space within a couple of blocks of the campus.

I lived in San Francisco a while back, and you wouldn'te believe the meter-maids there. Directly from hell. It's impossible to park anywhere, so you've got to take chances from time to time... and they nail you. I remember being out of change one time and parking right in front of a Wallgreens. I scanned the scene, and I mean everywhere. Ran in with my dollar... got changes and sprinted back out. The ticket was there waiting for me, and I didn't even SEE the meter maid.
Getting your car towed in that city was just a rite of passage, too.
Great place, but crappy for parking.

yah i parked on jefferson, right across the street from denny's or the shrine and i think right now usc is on spring break there would of been lots of parking, dam ticket was 40 bucks, i just assumed since all the meters were blank and it was 4 hours parking that it was okay, well i go back on the 28th so i'll park in the lot, as if the city didn't get enough money already

Here in Memphis downtown if the sign says 4 hour parking it means the meter only goes up to four hours and then you gotta come back out and put more money in. But a lot of the downtown metered parking is free on Sundays for churches and stuff.

If the meter was broken you can get a ticket as most say you can't park at broken meters. Here in Denver I have seen the meter maids actually chalk tires to make sure they move after 4 hours.
