It blocks your number for five (5) years.

It's the law...telemarketers cannot call cell phones....Unless you are a business!

Adding your number to the DNC list is still a good idea. I am in the marketing industry, and I can tell you that companies do get nailed for calling numbers on the DNC list. Smart companies are pretty respectful of it. Not-so-smart companies aren't, but they soon become defunct companies.
