Mexico proposes decriminalizing pot and cocaine
MEXICO CITY (Reuters) - Owning marijuana, cocaine and even heroin will no longer be a crime in Mexico if the drugs are carried in small amounts for personal use, under legislation passed by the Congress.
Police will not penalize people for possessing up to 5 grams of marijuana, 5 grams of opium, 25 milligrams of heroin or 500 milligrams of cocaine, under a bill passed by senators late on Thursday and earlier approved by the lower house.
People caught with larger quantities of drugs will be treated as narcotics dealers and face increased jail terms under the plan.
The government says the measure allows police to focus on major drug dealers, and President Fox is expected to sign it into law.
"This law provides more judicial tools for authorities to fight crime," presidential spokesman Ruben Aguilar said on Friday.
Hundreds of people including several police officers have been killed in the past year as drug cartels battle authorities and compete with each other for control of lucrative cocaine, marijuana and heroin smuggling routes from Mexico into the United States.
The violence has raged mostly in northern Mexico but in recent months has spread south to cities like vacation resort Acapulco.
Under current law, it is up to local judges and police to decide on a case-by-case basis whether people should be prosecuted for possessing small quantities of drugs, a source at the Senate's health commission told Reuters.
"The object of this law is to not put consumers in jail, but rather those who sell and poison," said Sen. Jorge Zermeno of the ruling National Action Party.
Fifty-three senators voted for the bill with 26 votes against it.

Inevitable... There's no way a country like Mexico can afford to put people in prison for minor drug use. The US can afford to do it, but for how long I don't know.

usually being next to the largest economy in the world is a help. most countries would kill for the kind of export capability that exists by living next door to america. mexico's crap is all mexico's fault.
and yes the british did a far better job.

usually being next to the largest economy in the world is a help. most countries would kill for the kind of export capability that exists by living next door to america. mexico's crap is all mexico's fault.
and yes the british did a far better job.
Agreed. Afterall the only British colony was the US right? Don't take India into account. Lets also forget all about South Africa, Kenya, Nigeria, or any other country that isn't as well off as Mexico.

hey the british aren't batting 1.000 but they have canada, new zealand, australia, the united states, india, south africa.
all of which I consider better economically and structurally because of britain. u can hate on south africa but its the super power of its region. u can hate on india but its still a pretty gigantic democracy.
britain's grade is much higher than spain's. and if u put any of the other british colonies next to america u'd get something far better than mexico(like say, canada).

you should really give this book a try some time so you can get a bit more educated about the reasons why Mexico is so screwed up. Yes, there have been horrible politicians and yes mexico would be worse off right now if it werent the US's neighbor, but it hasnt just been that. Mexico's situation is much more complicated than that and to think otherwise is moronic.

and india benefitted greatly from the ideas that britain brought over. infact I'd say britain has been the most successful modern culture.

depends, this measure is not meant to make mexico like amsterdam in the socially liberal sense, rather it the redistribution of funds to battle the cause of the disease, not the symptoms, which in theory looks great. The downside is that the cartels are so entrenched in the cities that it will take years to root them out. In the mean time, I'm afraid cities like the my hometown of Tijuana will sink further into oblivion.
Also, Taco or any other mod, I know this is the offseason, but enough with these friggin political threads on the main page. I want to talk football, yet I am compelled to throw in my 2 cents if I see threads like this.

No I'm not racist, In fact I applaud the movements in south africa as blacks begin to gain more and more power. Its just a simple fact that you can't get rid of hundreds of years of a white dominated political structure over night.
