Washington actually has a stronger SOS than Philly. Washington and Philly have the exact same schedule except for two games: Washington played Tampa Bay and Chicago, while Philly played Atlanta and Green Bay. Tampa Bay and Atlanta are both 7-4, which makes Chicago and Green Bay the only difference in their SOS.

So Washington would pick 16th if the season ended today.
