The UN would have to rewrite it bylaws since the Secretary General of the U.N. cannot be a citizen of any of the nations that make up the Security Council (which has the real veto power of the U.N.). That's why every U.N. SecGen (Dag Hammarksjold, U Thant, Kofi Annan, etc) has been somebody from a third world country.

Since the U.S., Russia, France, Great Britain and China are on the Security Council, they aren't allowed to have one of their citizens become SecGen. This is one of those pestering rumors that circulate.

Clinton has a better chance of being re-elected to a third term as U.S. president.

Plus, now that the lid has blown on how corrupt Annan and the U.N. were in their dealings with Iraq (Oil For Food), it may become even less relevant than it is today. It turns out Annan and his family, as well as 248 international companies, had under the table deals with Saddam despite the U.N. sanctions against him. No wonder the old fart didn't take the U.N. seriously - he knew they weren't going to lift a finger against him.

And that also explains why Kerry wants permission from the U.N. as part of his "global test" before sending our soldiers anywhere to defend our interests. He would be willing to send our troops anywhere the U.N. wants us to go which is typically anywhere that serves their interests, not ours.

Maybe Clinton can do for the U.N. what he did for the Democrat Party - turning them into a bunch of irrelevant fringe outsiders.
