He was wondering if he is permitted to vote. Not that he will vote, he is only 19 and doesn't know nor care enough to have a valid opinion and has said he wont vote because he doesnt know enough (thank god. an uninformed voter is worse than a fringe nutjob from either side, id rather people just stay home if they have not kept up with policies of each candidate instead of just voting party lines just "because").

Anyway, I think each state is different with regards to state elections but on federal elections I BELIEVE this is how it works. A conviction of a felony prohibits a person from voting until that person has fully and completely served his or her criminal punishment for his or her crimes. However, in cases where there is only a charge but no conviction (pleading to a lesser crime) or the felony is deferred adjufication probation, then the law does not cover it.

Now, back to convicted felons. Obviously those serving prison sentences will be unable to vote. And those in the free world still under the supervision of parole and/or probation are unable to vote. Once they have served their punishment however, their debt to society has been paid and their voting priveledges (it is indeed a PRIVELEDGE) are restored.
