Dereliction of duty. Democrats perfected it, obviously.

Our government is entirely dysfunctional. Blame who you want.

The deadlocked senators decided instead to have midday votes on two balanced-budget amendments to the Constitution, one proposed by Democrats and the other by Republicans. To nobody’s surprise, both failed. And, to the strains of the Malfunction Minuet, the senators continued their waltz toward Friday’s deadline.

Personally, I blame special interests. The reason both parties can't move on any of these issues is because there are special interests behind the scenes, blocking any cuts to their interests. It doesn't matter what it is. Cuts to the military/industrial complex? Not gonna happen. Cuts to agriculture subsidies? Nope. Energy subsidies? No. Funding of programs? No. Every interest says, "Go get the other guy. Not us." So, the Senators just walk onto the floor every day and insult each other.
