Its dead week at universities across the country: the week before finals where there is a university mandate that profs cannot hold regular term exams.

At Virginia Tech, apparently that means something else entirely.

Virginia Tech is in Blacksburg(SW Va). Not Richmond(Central VA). VCU or Richmond are the two major colleges there. There also Virginia Union.
